I am directed by Sir Robert Hart, the Inspector

General of Chinese Posts, to acknowledge the receipt of your

despatch No.517 dated 19th July, and, in reply, to say that

as the proposals made in my despatch No.46 of 9th February

last, are distasteful to the HongKong Government, he now withdraws

them and will continue to act on the arrangement arrived at

two years ago.
